This pattern is super easy, super quick and super warm! It’s written for an 8ply yarn worked double, but you could easily substitute a 14ply.

So if I wanted to use just bulky yarn, not super bulky, would I use a bigger needle? And how many would I cast on for a head measuring 21.5″

The best thing to do is knit up a test swatch with your required yarn. Once you get the ‘look’ you’re after (i.e. how dense the fabric is), count how many stitches you have in 4″. Then times this number of stitches by 5.4 (from 21.5/4) and round up to the nearest even number.
Thanks for the answer. I’ve decided to just use a super bulky, and work single. My new question is for the gauge. When worked worth an 8 ply double it’s 17 stitches = 4 inches in k1, p1 rib. So what would the gauge be for super bulky? I’ve had so many issues with hats fitting me so I’ve decided I really need to learn about gauge. Thanks for the help!

Whichever yarn you’re using, the gauge should always be the same. Even if you’re using super bulky, you’ll still need to have 17 sts per inch.
